DispatchDesk: Shipment Review

DispatchDesk turns supported shipping remainders into a read-only worklist. Separate partial shipments from orders awaiting their first shipment, set elapsed-hour and tag rules, and record a finite follow-up with a team alias. Refresh to reopen changed or due cases. Uncertain orders stay visible for manual checks. Covers recent merchant-managed shipping orders only; no automatic fulfillment, carrier tracking, customer emails or background alerts.
